This Request for Proposal (“RFP”) is issued to provide the selection process for Construction Manager At Risk (CMAR) services for a training facility for Windsor Severance Fire Rescue. Firms submitting a response to the RFP will be asked at a minimum to state their understanding/experience to the project and offer their methodology for meeting the criteria noted in this RFP as well as completing the Proposal Form attached. Interviews will follow the submission of proposals according to the schedule contained in the RFP.

Proposals will be due on or before February 25, 2026.

Windsor Severance Fire Rescue is soliciting proposals from qualified architectural and engineering firms to provide professional design services for a fire training facility. This Request for Proposal (RFP) outlines the process for selecting a Design Consultant with demonstrated experience in similar projects and the capacity to deliver comprehensive design and construction administration services.

Proposing firms shall, at a minimum, demonstrate their understanding of the project, relevant experience, and proposed methodology for meeting the design objectives. Shortlisted firms may be invited to participate in an interview process, at which time a detailed fee proposal will be requested in accordance with the scope outlined in this RFP.

The project includes a 5,500 - 7,500 sq ft training center with classrooms, offices, fitness center, breakroom and restrooms and the site development for a burn building (to be designed and built by others).

Proposals will be due on or before February 18, 2026.
